Pollution is a serious issue in India. The pollution levels vary across various cities and states, but the overall level of air pollution in India is very high. Even though many countries like China are trying to improve their air quality, India still struggles to meet basic requirements for clean air. The Indian government has been working on a number of initiatives to reduce air pollution levels.

Jharkhand State Pollution Control Board Certificate

The Jharkhand State Pollution Control Board is a government agency to regulate air pollution and protects public health. The board has its headquarters in Ranchi, the state capital of Jharkhand.

The board’s main objective is to protect human health and safeguard biodiversity in the state by ensuring that the environment remains clean, pollution-free and safe for all living beings. It also ensures that public funds are not used for polluting activities.

The board is headed by a chairman who has been appointed by the state government. A Jharkhand  Pollution Control certificate is issued by the Jharkhand State Pollution Control Board after conducting tests on a series of parameters related to fuel efficiency, emission levels, etc. It also includes other aspects such as noise level and exhaust emission levels.

The success of this initiative depends on the implementation of several measures such as educating people about their responsibilities toward the environment, giving them incentives for adopting green technology, etc.

General Documents  required for Jharkhand Pollution Control Board Certificate

  1. Environmental Clearance for the project under EIA Notification/ Site to forest distance for Non-EIA Project and outside Industrial Area/ Certificate of Industrial Area Development Authority for Non-EIA Project.
  2. Land use map/Layout plan
  3. Details of the production process
  4. Details of pollution control Measures
  5. Certificate from DFO for a distance of forest  production figures duly certified by District mining officer
  6. Other Certificate  Agreement for a raw material supplier
  7. Report showing project cost  Production process

How to obtain CTE and CTO From Pollution Control Board

The pollution Control Board (PCB) is the pollution regulator. It is responsible for issuing consent to establish (CTE) and consent to operate (CTO). Consent to Establish (CTE), and Consent to Operate (CTO) are necessary documents issued by PCB in order to start a business or conduct any activity that may result in pollution.

These documents are also called as Permission or Licence. They are obtained from PCB after completing all formalities as per the rules laid down by PCB. For Certification, You Need to complete the procedure

  1. The CTE and CTO are issued by the Pollution Control Board (PCB) after the application has been approved. So You need to Submit an application to the PCB in writing. The application must contain the following information
  2. The name of your business and its address
  3. Details of the activities for which you wish to obtain a permit
  4. A description of each activity or project involved, including its purpose, location, timing and duration
  5. A list of equipment to be used in carrying out each activity or project
  6. If applicable, details about any existing pollution control facilities, including their capacity and location
  7. Any other relevant information such as plans for further expansion or development. And above we already shared the documents list.

Documents to be uploaded during CTE Certification

  1. Authorization to file an application.
  2. Environmental Clearance from Competent Authority ie. MoEF/SEIAA, if applicable.
  3. Mining lease copy, if mining work would be involved
  4. Whether the proposed site is part of a Reserve forest/protected forest/deemed forest, if yes, then the status of clearance under the Forest Conservation Act, 1980.
  5. Whether the proposed site is part of a Wildlife sanctuary/ National Park, if yes, then the status of permission from NBWL. 2
  6. Whether the proposed site is part of ESZ, if yes, then the status of approval from NBWL.
  7. Land documents such as sale deed /registered land lease deed /rent deed.
  8. Proposed Industry to be shown on village map to the scale with marked Battery Point.
  9. Certificate from concerned DFO regarding the distance of forest, National Park and Wild Life Sanctuary from the proposed site in respect of CTE guidelines.
  10. Estimated Project Cost including the cost of land, building and plant & machinery (without depreciation) duly certified by CA.
  11. Detail budgetary provision in Project Report for Environmental Management and Pollution Control Measures.
  12. The manufacturing process and Process Flow Chart.
  13. Process flow diagram and disposal for effluent treatment plant design details, if applicable.
  14. Details of Air pollution sources and proposed air pollution control measures,

Documents to be uploaded during CTO Certification

  • Authorization to file an application.
  • if applicable, EC copy with a compliance report
  • Copy of CTE and CTO with compliance report (with required documents).
  • Copy of authorization under Hazardous and Other Wastes (Management, and Transboundary Movement) Rules, 2016, if these Rules apply to the industry.
  • If applicable, detail of effluent treatment plant with design.
  • Details of air pollution control measures implemented.
  • Self-declaration/Affidavit for procuring valid source of raw material.
  • Environmental Statement.
  • Detail of all sources of emission and fugitive emission and pollution control arrangement at its points.
  • Estimated Project Cost including cost of land, building and plant & machinery (without depreciation) duly certified by CA.
  • Land documents such as sale deed /registered land lease deed/rent deed.
  • Latitude and longitude of the unit at four points.
