Los Angeles Attic Insulation Rebate Program for Homeowners

Customers can save up to $374 in energy costs per year throughtheLos Angeles attic insulation rebate, depending on their home’s size and location.

Installing attic insulation may appear onerous and costly, but the Los Angeles Department of Water and Power (LADWP) can help pay for it. Customers who meet the qualifications can receive rebates of up to 80% of the total insulation installation costs, or $1.00 per square foot of attic floor insulation (whichever is less).

Materials for Insulation

Insulation materials are materials or products that are used to slow down heat flow and are measured in terms of thermal resistance or R-Value. Blankets (batts and rolls), loose-fill, blown-in, attic-applied rigid foam, sprayed foam, and foamed-in-place insulation systems are all qualified attic insulation types.

To qualify for the program, installed insulation materials must have a minimum thermal resistance of R-30 (or R-19 if less than 24 inches of attic clearance is available and R-30 cannot be achieved).

Insulation prices and rebates

Installation costs are defined as the cost of insulation materials plus labor associated with insulation material installation, including labor performed to comply with codes and regulations, such as sealing attic air leaks, weather-stripping an attic hatch or door, attic ventilation modifications, and the installation of rafter vents and insulation baffles. Above all air-conditioned spaces, complete attic insulation coverage is required. The insulation rebate does not apply to new construction or non-living structures such as detached garages.

  • You’ll need to decide whether you want to take on the job and install the materials yourself or hire a licensed and professional installer — LADWP and we both recommend hiring a licensed contractor. For one thing, professionals who do this for a living will be well-versed in what’s best for your home and attic, as well as what the rebate program requires.
  • Take photos of your attic BEFORE installing new insulation. You must include these photos with your rebate application.
  • For submission, take AFTER photos of your attic and new insulation.
  • Send your application to LADWP by mail.
