It is responsible for issuing consent to establish (CTE) and consent to operate (CTO). Consent to Establish (CTE), and Consent to Operate (CTO) are necessary documents issued by PCB in order to start a business or conduct any activity that may result in pollution. These documents are also called as Permission or Licence. They are obtained from PCB after completing all formalities as per the rules laid down by PCB. For Certification, You Need to complete the procedure The CTE and CTO are issued by the Pollution Control Board (PCB) after the application has been approved. So You need to Submit an application to the PCB in writing.
